The reasons I have read here about girls flirting with other guys to make the one they like jealous and notice them are true. It's also true that flirting with people may be some thing that she is doing, because it makes her feel good about herself and attractive. Trust me, she's just as insecure as you are if not more even if she never lets you see it.
Also, some one that uses sex or sex appeal to get what they want may have manipulative tendencies. It doesn't mean she's a bad person or any thing, but you may want to watch for it being problematic. If you were to date, would you be able to handle her flirting with others and be able to trust her? If you don't know the answer to that, may be you should try being friends first and see where it goes.
She might be testing you...trying to see if you'll be jealous or not. If you get all flustered, she might like it since it will show her that you really like her. Or it could be that she's just not serious with anybody and is the type that likes to flirt with all guys. I think she'll either shatter your heart to pieces or will embrace it with her true feelings for you. Be careful.
